Martha Davis Vignes, MA



Martha Davis Vignes serves as the administrative officer for the Southeast Alabama Board of Directors and provides fiscal oversight and administration of the annual budget, serves as the official speaker for the Center, and is responsible to develop and to maintain working relationships with academic, medical, legislative, and community partners to further the mission. 


As the chief executive officer, she provides leadership in the overall annual program of work designed to expand the health-care workforce in rural areas and the underserved communities in 15 counties in Southeast Alabama.

Mrs. Vignes holds a BA and MA in Communication from the University of South Alabama in Mobile.

Macie Craft, MSN



Macie Craft is working on the Triple Threat Grant with Southeast Alabama AHEC, the University of Alabama at Birmingham, the University of North Carolina and East Carolina University. The study focuses on improving blood pressure control and management among African Americans living in the Black Belt region of Alabama and North Carolina. Practice facilitation is a quality-improvement position that focuses on educating, providing resources and support, and implementing positive change in primary care practices.


Mrs. Craft received her Practice Facilitation (PF) certification via the University of Buffalo (The State University of New York, Millard Fillmore College) in September 2017. She holds a BSN from Auburn University, Montgomery and a MSN from Troy State University.

Caroline Powell, MA



As Programs Manager, Caroline Powell manages all aspects of training opportunities for post-secondary, health professions students including the AHEC Scholars program and clinical training opportunities in rural and urban underserved communities. She is also responsible to coordinate continuing education programs for providers and various events for the Center. 


Ms. Powell holds a BS and MA in Health Studies from the University of Alabama and is an accomplished health care professional who is experienced in operational management, physician relations, and team leadership. 

Toniziun Ball, BS



Toniziun Ball is responsible for organizing and executing all components for Discovery MedCamp, a five-day residential, summer enrichment program for 10th-12th grade students living in the Southeast Alabama 15-county service area. 


Ms. Ball serves as the liaison between school counselors, parents, students, health professional groups, and academic partners.  Her responsibilities include, recruitment of partners and students, monitoring the application process, and coordinating all camp activities. She also coordinates most office procedures.


Ms. Ball holds a BS in Rehabilitative Services from Alabama State University where she is also pursuing a Master’s degree in Rehabilitative Counseling.
